This is an exceptional opportunity to play a leadership role in creating a more diverse, equitable, affordable, sustainable, and economically vibrant Bay Area. MTC and ABAG serve as the RTPA and MPO and comprehensive regional planning agency and Council of Governments for the nine counties and 101 cities and towns of
the San Francisco Bay Region respectively.
The MTC Executive Director reports directly to the MTC Commission and is responsible for the administration of more than $2 billion per year in funding for the operation, maintenance, and expansion of the Bay Area’s surface transportation network. Under contract with the Association of Bay Area Governments, the MTC Executive Director also provides staffing and support services to ABAG.

The next Executive Director will be an exceptional leader with an unflappable presence and the ability to respond to the region’s challenges both strategically and
tactically. The ideal candidate possesses strong analytical skills, sound decision making abilities, respected business practices and must inspire creativity and
productivity in a demanding fast-paced environment.

The next Executive Director must be an innovative leader with a national perspective and a solid professional reputation both regionally and nationally. Bachelor’s and master’s degrees desired; preferably in a discipline relating to transportation, urban or regional planning, engineering, or public/business administration.

The Opportunity
WSDOT’s Active Transportation Division is seeking an Active Transportation Planning Specialist 3. This position will report to the active transportation programs manager and will conduct evaluations, provide planning assistance, support engagement and communication, and organize tasks and timelines for the active transportation funding programs process. Other duties include supporting Active Transportation Division staff and others in development and delivery of an equity-based approach to funding. As a part of this approach, this position will also independently provide active transportation planning assistance to local agencies, Tribes, public agencies, and nonprofit organizations with an emphasis on serving vulnerable populations in overburdened communities.

This is a public notice for FTA authorized Transportation Data Analyst and Transportation Program Specialist (2101) positions open to U.S. Citizens. Positions may be announced for GS-11-14 to support the Infrastructure Investment and Jobs Act 2021.

As a Transportation Program Specialist/Transportation Data Analyst, you will:

  • Responsibilities include public transportation policy writing, research and analysis of practices, programs, initiatives, legislation, and procedures affecting the Federal Transit Administration (FTA) and the public transportation industry.
  • Performs public transportation policy review and development work associated with FTA’s formula and discretionary grant program activities, including public transportation policies relating to major capital projects, environmental justice, and innovative financing strategies. Identifies key national public transportation policy issues, designs analyses, and evaluates alternatives.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  •  Experience analyzing and evaluating programs

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.


You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience analyzing and evaluating programs and developing innovative solutions

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience analyzing and evaluating transportation related programs and developing innovative solutions and strategies for solving problems identified in such analyses.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience analyzing and evaluating transportation related programs and developing innovative solutions and strategies for solving problems identified in such analyses.
  • Experience monitoring indicators and mechanisms for changes in Federal, State and local goals, policies, priorities and budgets, and skill interpreting the impacts of these developments on Federal Transit assistance programs, legislation, policies, priorities and funding allocations.
